The international classification system for procurement items called the United Nations Standard Products and Services Code (UNSPSC) will replace the Government of Canada’s Goods and Services Identification Number (GSIN) codes in 2020.

Find below an open data file that maps the UNSPSC goods and services codes to the Government of Canada’s current system for classifying commodities: the Goods and Services Identification Number (GSIN). The data are available in Comma Separated Values (CSV) file format and can be downloaded to sort, filter, and search information (link is below). Please refer to the section “Files for Download” below.

Chronology of activity

Spring 2016: More than 60 contracting officers and managers participated in the validation and mapping exercise of 5,200 GSIN codes to their UNSPSC equivalent. We released the first instance of the map as an open data file.

Approximately 500 GSIN codes were not validated; many of these codes were outdated and no longer used in the procurement process. We are in the process of finalizing 80 of the 500 non-validated GSIN codes. Once we have completed the review, the valid codes will be added to the GSIN-UNSPSC concordance table and the remaining non-valid codes will be deactivated. The revised concordance table will be released as an open data file, along with a news article informing you of the update.

December 2014: We launched the UNSPSC Working Group to review and validate the concordance table. The working group consisted of commodity managers and subject matter experts from PSPC Acquisitions Branch sectors and regional offices.

Commodity
The fourth level of the taxonomy. A group of substitutable products or services.
Date file published
The date and time when the file was published.
Family
The second level of the taxonomy. It is the commonly recognized group of inter-related commodity categories.
GSIN code
The Goods and Services Identification Number used by the federal government to identify generic product descriptions for its procurement activities.
GSIN description
The description of the good or service that corresponds to the GSIN code.
Segment
The top level of the taxonomy. The logical aggregation of families for analytical purposes.
UNSPSC code
An eight-digit number, the United Nations Standard Products and Services Code (UNSPSC) is an international open standard for the classification of products and services in the context of procurement activities.
UNSPSC description
The description of the product or service that corresponds to the UNSPSC code.

MyFloridaMarketPlace (MFMP) uses commodity codes to classify and identify the products and services the State of Florida purchases. Vendors select commodity codes to communicate the products and services they can offer the state.

Benefits of Commodity Codes

Simplified communication between state agencies and vendors about the products and services the state needs and what a business can provide.
Improved visibility into state spend by using a hierarchy to categorize spend data for high-level analytical purposes or drill down to detailed spend categories.
Targeted solicitation notifications are sent from MFMP Sourcing and the Vendor Bid System (VBS) to vendors based on matching commodity code(s) selected in the Vendor Information Portal (VIP) to those chosen for formal solicitations.

Commodity Code Structure

MFMP uses an internationally accepted and standardized code set known as the United Nations Standard Products and Services Code (UNSPSC). The UNSPSC commodity code is an eight-digit number, which breaks down into four levels of hierarchy: Segment, Family, Class, and Commodity. The eight-digit commodity code and description become more specific as the level of hierarchy moves from Segment to Commodity. The image below illustrates this concept.

Tips for searching for and selecting commodity codes

  • Use the list of Current Codes activated in MFMP at the top of this page to search for commodity codes available to select.
  • Use broad search words when searching for commodity codes and consider the formal name for the good or service. E.g., Notebook (computer) and Writing and translations (interpreters/interpretation).
  • MFMP requires commodity codes to be selected at the class or commodity levels of the hierarchy.
  • Vendors should regularly evaluate the commodity codes selected in VIP as these codes drive solicitation notifications and invitations.
  • More than one commodity code may be selected, here’s why:
    • Vendors - Choose as many commodity codes as needed in VIP to identify different products and services supplied to the State of Florida.
    • Agency Customers - Select more than one code (if applicable) for formal solicitations and eQuotes when needed to describe the product or services being procured.

Commodity Code Governance Process

The UNSPSC code set is evaluated regularly, and the MFMP team works to ensure the codes needed by state agencies are available in MFMP. Every State of Florida agency customer also has the ability to submit a request to add, remove, move, or rename codes in MFMP.
